Who Is The Culprit?

Protestors fight against the G20 Summit. WHY? Doesn’t the general public want their country’s economy to improve and stop all the unemployment from taking place? The people blame the police for the death of an innocent man. But has anyone asked these same folks, who are the main culprit? Are they or is it the police?
